TYPO3.org deals specifically with the technical issues, provides guidelines for the community, exercises quality control, offers documentation, tutorials, discussion boards, support etc.
The TYPO3.org community has a reputation of being a friendly and open-minded. The people get to know each other, share ideas, help newbies and solve problems.
The developers are the source from which everything else flows: For the developers, new requirements for TYPO3 are implemented, adminstrators are provided with documentation, authors and editors can find tutorials and agencies can recruit freelancers for projects.
